President’s Remarks

CSD Board President Karen Sipprell addressed the community during the meeting and spoke about the District’s recent leadership transition and current priorities.

“As we enter the 2026 season, this Board is committed to establishing a reliable and sufficient funding plan, operating with a balanced budget, and being fully transparent with the community. Our financial situation is serious, and we need your help as we work to stabilize the District.

The CSD is at an inflection point, and whatever we do next will require thoughtful input from the community about which services are most important and how they should be funded.”

Welcome to Our New General Manager

The Board is pleased to announce that Don Ashton has agreed to serve as the CSD’s General Manager. Don has been serving in an interim capacity over the past six months, and the Board is grateful for the leadership he has provided during that time.

Please join us in welcoming Don to the Fallen Leaf community, and feel free to introduce yourself when you see him around the Marina this summer.

As General Manager, Don serves as the Chief Administrative Officer of the District, providing executive direction for the functions, services, and activities of the CSD. He works closely with Fire Chief Sauer, who leads all fire-related initiatives.

Don’s responsibilities include:

  • Overseeing Parks & Recreation budgets and contract negotiations
  • Managing the District concessionaire
  • Serving as the District’s liaison with city, county, state, and federal agencies
